Ministry of Agriculture announces new PS appointment

The Minister of Agriculture Water and Forestry, Honourable John Mutorwa, on Monday announced that Percy Misika had finally filled the post of Permanent Secretary.

In accepting his new post, Msika said he was aware of the challenges facing the Agricultural sector, especially due to the long-running drought and other issues regarding water. He pledged to work hand-in-hand with all stakeholders in helping government to restore food security and to mitigate poverty.

Misika, who served for 15 years at the United Nations Food and Agricultural Organization before his appointment as PS, brings a wealth of experience. He began his duties on 1 December 2016.

In welcoming the new PS, Minister Mutorwa said he hoped Miska would be of benefit to the ministry thanks to his wealth of experience working in international relations. Mutorwa urged the new PS and his staff to embrace teamwork, transparency and an open door policy to ensure the ministry can attain its own objectives and the national objectives of NDP5, Vision 2030 and the Harambee Prosperity Plan.

Mutorwa said the issue of delegation also needed to be addressed. “I am not the ministry. When I am gone for two weeks, an issue cannot stand over for two weeks because I am not here. Learn to delegate.”

Mutorwa said that while the ministry had an open-door policy, the chain of command must be respected.
